It's a misnomer, actually, that AATIP was the recipient of the $22 million. It was actually Harry Reid who created a program called AAWSAP. AAWSAP was the sole beneficiary of that $22 million. The New York Times got it wrong.
What the evidence says 01 / RECORD
The New York Times' December 2017 reporting established that Harry Reid secured roughly $22 million around 2007-2008 for a Defense Intelligence Agency effort, which the paper publicly identified as the Advanced Aerospace Threat Identification Program (AATIP). Former DIA program manager James Lacatski and other insiders have since stated that the formally contracted and funded program was AAWSAP (Advanced Aerospace Weapon System Applications Program), carried out largely through Bigelow Aerospace's BAASS and centered on research at Skinwalker Ranch, and that 'AATIP' referred to a related but distinct designation. In that sense Corbell's core point, that the $22 million was formally awarded to AAWSAP rather than to a program literally named 'AATIP,' reflects a documented naming distinction rather than a fabrication. However, his framing that 'the New York Times got it wrong' overstates the case: the Times accurately reported the $22 million figure and Reid's role in securing it, and the AATIP/AAWSAP relationship is a real and acknowledged naming discrepancy, not evidence the paper invented or misdirected the funding. The funding amount and Reid's involvement are undisputed.
