Operation Paperclip, the US program that relocated German scientists and engineers after World War II, was not secret by the late 1980s. National Archives records (Record Group 330) show the Joint Intelligence Objectives Agency was established in 1945 and administratively catalogued personnel dossiers on more than 1,500 Paperclip-affiliated scientists, a documented history stretching back more than four decades before Lazar's claimed 1988-1989 tenure at S4. The program's scientists, including Wernher von Braun's public career at NASA, were widely known figures for decades. No source supports Lazar's assertion that Paperclip's existence became public only around or after his time at S4. Lazar's broader S4 and Area 51 employment claims have never been independently corroborated and are treated with substantial skepticism by historians and researchers of the program.
