Musk asserted that his security clearance and SpaceX's rocket expertise mean he would know if the U.S. government possessed secret, more advanced propulsion technology, and that no such technology exists. The Pentagon's All-domain Anomaly Resolution Office (AARO), in a March 2024 historical-record report, likewise concluded it found no verifiable evidence that the U.S. government or private industry has ever had access to extraterrestrial technology. However, AARO's conclusion rests on its own multi-year investigative access to classified archives and interviews, not on Musk's personal clearance or SpaceX's engineering capability. Special-access programs are compartmentalized on a need-to-know basis, so holding a high clearance level does not by itself grant visibility into every classified program, and SpaceX's rocket expertise has no direct bearing on unrelated government programs. Musk's claim that his clearance and company status guarantee he would know is therefore an unverifiable appeal to personal authority rather than a substantiated fact, even though the ultimate bottom-line conclusion he states (no secret propulsion tech) aligns with AARO's independent official findings.
