The U.S. State Department's 2023 human-rights report says Israeli military data counted 290 of 1,468 Palestinian Islamic Jihad rockets in the May 2023 escalation as falling within Gaza, about 20%, not 28% or one third. That episode concerned Palestinian Islamic Jihad rather than Hamas, while Kennedy attributes the figure specifically to Hamas and presents it as a general rate for all launches.
