COP26 was held in Glasgow in November 2021 under a formal UK/Scottish Government COVID mitigation framework, not a suspension of rules. Delegates were exempted from Scotland's vaccine-passport requirement (which mandated proof of vaccination for events of similar size) and instead had to show a negative lateral-flow test each day to access the conference venue, alongside physical-distancing and mask guidance and quarantine tiers for arrivals from COVID red-list countries (10 days unvaccinated, 5 days vaccinated). The UK Government's official statement on COP26 COVID measures describes a bespoke set of protocols, including funded quarantine and vaccination support for delegates who could not otherwise access vaccines, framed as adapting standard rules to the international-summit context rather than lifting them.
