The 1977 Senate joint hearing record confirms that unwitting drug testing, including surreptitious LSD administration, was carried out in CIA safehouses in San Francisco and New York City. Historical accounts and Snopes document that federal narcotics agent George Hunter White ran the safehouses, that prostitutes on the CIA payroll lured men who were then dosed without their knowledge, and that agents observed the subjects through one-way (two-way) mirrors.
