Twitter's own disclosures around this period support a large non-US majority of its user base. A 2017 Twitter company disclosure, reported by PolitiFact, stated that 79 percent of Twitter accounts were based outside the United States as of June 2017, close in time to this October 2019 episode. That figure is a few points higher than the 75 percent cited here, meaning the claim is directionally accurate and, if anything, understates the actual international share slightly. The claim is reasonably well-supported.
