I think there are 2 million federal employees and another 10 million federal contractors. So, who are effectively government employees but don't have civil service protection... So that's 12 million people in a country of 340 million working for the federal government.

The claim that another 10 million people work as federal contractors is far less settled. No federal agency comprehensively counts contractor employees, and independent estimates of the "hidden" federal contractor and grantee workforce vary widely by methodology and year; a widely cited academic estimate (Paul Light) put the "true size of government" including contractors, grantees, postal workers, and military at 14.6 million in 2006, with contractors alone making up more than half, while other analyses produce different figures, and government watchdogs and journalists have long noted that no reliable, up-to-date official count of federal contractor headcount exists.
